Ineep comenta redução do preço do diesel praticado nas refinarias da Petrobras
A Petrobras anunciou que, a partir de amanhã (29/04), o preço médio do diesel vendido nas refinarias será de R$ 3,46, o que representa uma redução de 9,9% no preço praticado atualmente. O corte acompanha o movimento do mercado internacional. O novo preço anunciado se equipara à média do Preço de Paridade de Importação, referente à semana do dia 17 a 21, divulgado pela ANP (R$ 3,47). A avaliação é da pesquisadora do Instituto de Estudos Estratégicos de Petróleo, Gás Natural e Biocombustíveis (Ineep) Carla Ferreira.
Desde a última redução implementada pela Petrobras, na semana do dia 20 a 24 de março, os preços internacionais seguiram em queda, fazendo com que o preço praticado pela companhia ficasse acima da paridade. Em nota, a Petrobras afirma que “na formação de seus preços busca evitar o repasse da volatilidade conjuntural do mercado internacional e da taxa de câmbio, ao passo que preserva um ambiente competitivo salutar nos termos da legislação vigente”.
Carla Ferreira comenta:
“Este direcionamento pode explicar em parte a espera para efetuar a redução, mas o timing também pode se justificar pela mudança na cobrança do ICMS que, para o diesel, entra em vigor a partir de segunda-feira, 01 de maio, e poderá promover um aumento nos preços médios finais. O corte nas refinarias também poderia auxiliar na absorção deste impacto”.
Na nova regra, o ICMS do diesel passa a ser cobrado como um valor fixo de R$ 0,9456 por litro, unificado nacionalmente. Segundo a pesquisadora, apesar da proposta de mudança pretender uma redução de impacto do imposto nos preços, o efeito imediato será de pressão altista, tendo em vista que o novo valor é maior do que a média nacional atual. Os impactos regionais serão diferentes. De acordo com levantamento da Fecombustíveis para a segunda quinzena de abril, metade dos estados praticavam alíquotas menores do que a que entrará em vigor.
